YOUNG African Leaders Initiative (YALI) Governance Advisor Isaac Mwanza says the emergence of youth gangs harassing residents in Kitwe is of great concern.
Mr Mwanza said in an interview that the gangs posed a danger to society and there was need to get dismantle them.
He said a new formula was needed to deal with the problem before it got out of hand.
“We can address the issue of gangs through stiffening of the Juvenile Law, but the question is still on enforcement,” he said.
He said there was need to engage all stakeholders like parents, the community, the Church and all citizens to find a lasting solution.
Mr Mwanza said it was clear that the law in its present form had failed to put an end to the problem.
“Prisons are not reforming these criminals. They are actually making them hardcore criminals once they return because they are learning bad manners from their time in the correctional facilities and so a new formula to curb the gangs will be welcome,” he said.
