THE Civil Service and Allied Workers Union of Zambia (CSAWUZ) has called on the Teaching Service Commission (TSC) to curb transfers of teachers at provincial level.
CSAWU president Davy Chiyobe also said an audit should be undertaken on the available vacancies in schools and investigations into how the teachers were transferred in the first place.
On Wednesday TSC announced that 125 teachers would not access their November salary for failure to change their pay -points after getting transfers.
Mr Chiyobe said the administration of the provincial offices caused the situation as they authorised the transfers of the teachers without following the procedures.
He said for every movement to be undertaken in the civil service there were procedures to be followed to avoid shortage of staff.
Mr Chiyobe said before a teacher could move to another school there was need to ensure that where the teacher was going there was a vacancy and the gap they were leaving was filled immediately.
“The administration and the human resource officers should be taken to task to justify how they approved the transfers knowing well that there were no vacancies, teachers cannot transfer themselves without authorisation,” Mr Chiyobe said.
He said a teacher could not make a move without authorisation so it was the administration that needed to clean up their acts.
Mr Chiyobe said once the administration was cleaned up, the ghost workers on the payroll would also be identified and removed.
And Zambia National Union of Teachers (ZNUT) general secretary Newman Bubala called on teachers across the country to ensure they followed the right procedures before getting transfers to avoid been inconvenienced.
Mr Bubala said the human resource department had caused the situation because they did not indicate in the database that the teachers in question had been moved.
