Higher Education Board unveiled

THE Ministry of Education yesterday unveiled the Higher Education Authority Board, which will be chaired by Silane Mwenechanya.
Dr Mwenechanya is an education expert as well as an independent mining and metals professional.
The authority has been established under the Higher Education Act No.4 of 2013 and will ensure quality, demand responsiveness, financial sustainability, access and equity to higher education in Zambia.
Speaking at the inauguration of the Board, Education Minster, John Phiri said he was hopeful that the higher learning authority would provide the necessary incentive and enforcement structures for the promotion of quality in the higher education system.
Industry and the private sector should support the teaching and learning environment to enhance quality education in Zambia.
There was also need to ensure student support mechanisms to ensure that higher education was equitable and that the support benefitted those for whom it was intended.
The higher education authority was being inaugurated at a time when the higher education system was in need of in-depth review and evaluation.
Dr Phiri urged the authority to establish and enforce compliance with minimum standards of conduct of higher education institutions.
“It is the only way that our higher education system can develop, on a platform of standards which are both of regional and international standing,” Dr Phiri said.
Other board members are Education Permanent Secretary Patrick Nkanza, Labour Ministry representative Cecilia Mulindeti-Kamanga, Zambia Institute of Advanced Legal Education (ZIALE) representative Enock Mulembe and representative of the Attorney General Sindiso Sichone.
A representative of the Zambia Association of Chambers of Commerce and Industry Prisca Mwansa Chikwashi, Examinations Council of Zambia representative Angel Kaliminwa, Zambia Institute of Human Resource Management’s Claire Limbwambwa and a representative of Civil Society Organisations working in the education sector, Grace Manyonga, and education expert Mushaukwa Mukunyandela.
