2 Health accountants arrested

TWO Ministry of Health accountants in Lusaka have been arrested by the Anti-Corruption Commission (ACC) for corrupt practices involving K223, 500.
ACC public relations manager, Timothy Moono named one of the two as Luke Makeche, 58, of Plot No. 12951, Chilenje South in Lusaka, who has been charged with one count of abuse of authority of office.
Enala Matutu Phiri, 39, of Plot No 12552, off Zambezi Road Roma Extension in Lusaka has also been charged with one count of theft by public servant.
Mr Makeche between April 1, 2008 and December 31 2008, while employed in the public service at the Ministry of Health as senior accountant, abused the authority of his office when he approved the payment voucher dated October 10, 2008 for cheque number 000819 in the sum of K223, 500 in the name of Enala Matutu Phiri without following laid-down guidelines.
In count two, Mr Makeche between June 1, 2009 and March 3, 2011 gave false information with respect to the ownership of properties, namely a house on plot number 12951, situated in Chilenje South in Lusaka and a block of two flats on Plot Number 13363, situated in Chilenge South.
Meanwhile, Ms Phiri’s details of offence are that between April 1, 2008 and December 31, 2008, as assistant accountant, jointly and whilst acting together with other persons stole a sum of K223, 500 on cheque number 000819 dated October 13, 2008 from the Ministry of Health.
In relation to the same matter, the ACC has also arrested a Lusaka housewife for obstruction of an authorised officer.
Josephine Kasenza Makeche, 44, the spouse of Mr Makeche a senior accountant at Ministry of Health, has been charged with one count of obstruction of an authorised officer.
Details of the offence are that between June 1, 2009 and March 31, 2011, Ms Makeche gave authorised officers false information with respect to the ownership of property namely, a house on Plot number 24837, situated in Libala South in Lusaka.
The trio has since been released on bond and will appear in court on May 21, 2015.
