CONSTITUTIONAL lawyer Tresford Chali has petitioned the Speaker of the National Assembly Nelly Mutti over her decision to declare the Chawama Parliamentary seat vacant.
Mr Chali urged the Constitutional Court to quash Ms Mutti ‘s decision arguing that she allegedly failed to show in her ruling, which provisions of the Parliamentary and Ministerial Code of Conduct Act, former area Member of Parliament Tasila Lungu – Mwansa acted contrary to.
He seeks a declaration that Ms Mutti’s decision to declare the Chawama Parliamentary seat vacant, was null and void saying it violated Article 72 (2) (c) of the Constitution which related to the member’s action to be contrary to the Code of Conduct.
