ACC nabs Chipata Town Clerk

THE Anti-Corruption Commission (ACC) has arrested Chipata Municipal Council Town Clerk Ekan Chingangu and charged him with cheating.

This is contrary to Section 311 of the Penal Code Cap 87 of the Laws of Zambia.

Details are that between October 1, 2010 and December 31, 2010, Chingangu, 53, of house number 510020 Luangwa Road in Chipata, fraudulently wrote a letter to Monze District Council recommending Namiye Kawanga for employment and introducing her as a permanent employee for Mazabuka Municipal Council when in fact she was an intern.

The Commission has also arrested Kawanga for forgery, uttering a false document and obtaining pecuniary advantage by false pretences.

ACC public relations manager Timothy Moono disclosed in a statement yesterday that Chingangu further induced Monze Council to pay a total of K44, 904,107.66 to Kawanga.

Facts are that Kawanga, 25, a machine operator, of Garden House in Lusaka, with intent to deceive, made a false payslip of Mazabuka Council for December 2010 contrary to Section 347 of the Penal Code Cap 87 of the Laws of Zambia.

In the second count, Kawanga is charged with uttering a false document contrary to Section 352 Cap 87 of the Laws of Zambia.

This is in a matter where Kawanga uttered a false Mazabuka Council payslip to Monze Council.

In the third count, Kawanga is charged of obtaining pecuniary advantage contrary to Section 309 A (1) (2) (c) Cap 87 of the Laws of Zambia.

She dishonestly obtained employment with Monze Council in the third count.

The two have since been released on bond and would appear in the Mazabuka magistrate’s court on January 24, 2014.
