Sort out Ndola under bridge flooding fast

FOR many years now, the Ndola City Council (NCC) has battled with the under-bridge flooding like cancer.
Many times the NCC has closed the way leading to the bridge in an effort to resolve the under bridge puzzle, but nothing concrete has come out of their efforts for over seven years.
Each time, they close the way to the under bridge, motorists are affected due to the traffic jam that build as a result of the closure.
People get late for work. Goods do not reach their destinations as scheduled and accidents are experienced.
Their efforts to repair the surface and drainage system are vividly in vain.
One wonders why councils employ civil engineers and why universities train civil engineers. Why has the Ndola city council failed to tackle the flood and pot holes at the under bridge?
This is a big question lingering in the minds of Ndola motorists.
My observations are as follows includes student syndrome; Many students if given an assignment on January 1 to hand in on October 31, they will do nothing until the last week of October.
The same can be applied in this situation. Ndola City Council does not have a plan after the rainy season but they are simply reminded of the problem when it rains.
They quickly rush to Chipulukusu township and push over two or three wheelbarrows of concrete stones and shovel them over the under bridge.
Dealing with Symptoms rather than root causes: The City council deals with the symptoms of poor drainage which is flooding.
If the Ndola city council engineering crew is incapable of resolving this conundrum, I suggest that the council engages specialists contractors, local or foreign to resolve this problem once and for all, otherwise we are tired of the inconveniences coming from the under bridge during the rainy season.
