GOVERNMENT has launched a community based disaster risk management facilitation manual in Chirundu District to empower the community with disaster management skills.
Deputy Minister in the Office of the Vice-President Davies Mwango said the community-based disaster risk management (CBDRM) was essentially a process in which communities at risk were actively engaged in disaster management to reduce their vulnerability and enhance their capacities.
He said CBDRM aimed at promoting rural development and ensured a decent and dignified life for all citizens, especially those who were unable to create security and livelihoods for themselves.
‘‘There is a growing realisation that most top-down disaster risk management and response programmes fail to address specific local needs of vulnerable communities and may in some cases even increase people’s vulnerability.
Through this CBDRM process, our communities will be empowered with skills in conceptualising, developing and managing micro adaptation and resilience in the communities in partnership with district, provincial and national entities,’’ he said.?Mr Mwango further said the satellite disaster management committee (SDMCs) would be an integral entry point for all disaster risk management initiatives in the country.
The process was being pre-tested in Chirundu District and would be rolled out to all parts of the country.
Speaking on behalf of Disaster Management and Mitigation Unit (DMMU) national coordinator Patrick Kangwa, DMMU head of research and planning Yande Mwape said local communities should be the front liners of both the immediate impact of disaster as well as the initial emergency response which was crucial for saving lives.
‘‘It is, therefore, prudent that DMMU focuses its energies on improving local communities’ resilience as they are essential cornerstones in our effort to make a practical tool for saving lives and livelihood,’’ she said.
And Chirundu District Commissioner Peggy Nyelenda said local capacity building played a significant role in reducing the negative impact of disaster, hence such initiatives should be supported.
