Budgeting process not yet over

BRIEF-CASEALTHOUGH the 2015 Budget has been presented to Parliament the budgeting processing is not over yet.
Stakeholders, who strongly feel their proposals have not been attended to, still have a chance to lobby the Government and the Members of Parliament (MPs) for some adjustments to the final document until it is adopted by the House.
But all in all, the Budget can never be favourable to all stakeholders because of the ever-competing needs which lead into a situation where one category of the citizens is celebrating over a measure which another category is bemoaning.

Need to highlight sectors

STILL on the issue of the 2015 Budget, every analyst, stakeholder, pundits call them what you want, seems to be focused only on one area of the budget – the mining fiscal regime.
Briefcase feels there is need to widen the scope of debate on the  Budget to other areas since the document is not solely for the mining sector.
There are areas like the aviation, manufacturing, transport and education, which will be impacted by the provision of this Budget either positively or negatively and there is need to highlight the possible impacts.

Explain power outages

ZESCO should explain the persistent and increased power outages when the nation is supposed to be recording parity between the electricity demand and supply.
Briefcase remembers that a couple of years ago, top Zesco officials assured the nation that come 2014, load-shedding will become a thing of the past but 10 months into 2014 the nation –  at least Lusaka – is still experiencing the load-shedding.?Zesco should, therefore, explain what has gone wrong with its assurances.
