State warns civil servants

SECRETARY To the Cabinet Roland Msiska has urged public service workers to desist from engaging themselves in political activities during the forthcoming Presidential by-election.
Dr Msiska has further cautioned the public service workers against engaging in any form of debate through social media such as Facebook and Twitter to express their opinion on political matters or divulge any Government information.
This is in line with the Cabinet Office Circular number nine of 2014 addressed to the public servants.
In a statement yesterday, Dr Msiska urged the public workers to exhibit high levels of discipline and conduct by strictly adhering to the rules that are were clearly laid down in the
Terms and Conditions of Service and to observe the Code of Ethics for the Public Service.
“The Secretary to the Cabinet has warned that failure to comply with the prescribed rules pertaining to the conduct and discipline of Public Servants would constitute misconduct which shall result in disciplinary action being instituted against erring officers,” the statement read.
The rules governing Public Servants’ political conduct state that Public Servants were required to discharge with loyalty their duties assigned to them by the Government of the day of whatever political persuasion.
The Public Servants were also expected to serve successive Governments of different political complexions, essentially, in a manner that Ministers and the public could be confident that the personal political views of Public Servants did not influence or interfere with their work.
